CFTC SharePoint Introduction

The U.S. Commodity Futures Trading Commission (CFTC) was introduced to SharePoint at the inception of Windows SharePoint Services 2.0. In 2008, the CFTC’s system was upgraded to Microsoft Office SharePoint Server 2007. The Commission needed a solution that would quickly enable them to leverage their current SharePoint infrastructure to comply with new regulations brought about by the Dodd-Frank Wall Street Reform and Consumer Protection Act. The Digicon Team designed a SharePoint solution and installed, configured, and tested the SharePoint servers for the CFTC.

Problem

As a result of the Wall Street Act, the CFTC must write rules to regulate the over-the-counter derivatives marketplace.  In the history of the Commission, this is the largest undertaking of rulemaking. The CFTC identified 30 areas where rules will be necessary, spanning various divisions and departments. Because of Federal restrictions on the sharing of network resources between divisions, a central location where members of the individual rulemaking teams could work and collaborate on these regulations did not exist.

Action

Digicon personnel created a central site and a collection of sub-sites for each of the 30 rulemaking teams. The top level site provides an area for the Chairman and Commission to monitor all rulemaking activity. Each rulemaking team sub-site is designed to capture all related rulemaking required data and provide a means of collaboration and generation of necessary artifacts.

Result

CFTC cross-divisional rulemaking team members are now able to work on rulemaking activity in a secure environment where sensitive documents are protected from unauthorized users, document version history and integrity are maintained, and all data are preserved with routine backups. The Digicon Team developed a solution that not only met their immediate needs, but can also be extended and customized for future growth and development.
